The Pupil Services Department employs a team of professionals implement wide-ranging educational and support programs that provide instruction and services the students of the San Dieguito Union High School District. Listed below are services provided by the Pupil Services Department:

Custodian of Student Records

Student Services is responsible for maintaining records of students once they leave the San Dieguito Union High School District. The Executive Director of Pupil Services is the Official Custodian of all records. While attending SDUHSD schools, students' records can be found at the school they are attending. Students who move or graduate, and need copies of their records, should first contact the school they attended and request the information needed. This office will assist in providing any school documents. Any legal matters that involve student records should be directed to the Pupil Services Office.

Health Services

The San Dieguito Union High School District has a NO SHOT NO SCHOOL policy.  Students are required to present their immunization records when enrolling in the district.  California law requires additional documentation for students who are from out of state or out of country.  Please see schedule of required immunizations.  Students who do not meet these requirements will not be enrolled in the district.  (SDUHSD board policy 5141.31)

Health Screenings
The District School Nurse and staff will perform health screenings (vision, hearing and scoliosis) at specific grade levels during the year. Notification will be sent home prior to screenings.  Parents may file a statement annually denying consent for these screenings.

When there is good reason to believe that your student is suffering from a recognized contagious or infectious disease, your student will be sent home and will not be permitted to return until the school nurse is satisfied that contagious or infectious disease does not exist. (Ed. Code 49451 / 48980) A physician note may be required.  Contact the district nurse for more information.

Confidential Medical Conditions
Students in grades 7 through 12 may be excused from school for the purpose of obtaining confidential medical services without the consent of the student’s parent or guardian. District staff will make every effort to encourage students to confide in their parents/guardians when releasing students for confidential medical services. (Ed.Code) 46010.1

Medications
You are required to inform the school nurse if your child is on continuing medication for a non-episodic condition (Ed. Code 49480).The school nurse or other-designated school staff may assist your student in taking medication. Medication will only be administered at school if there is written consent from the physician and parent., The physician shall provide written instructions detailing the method, amount, time and route for taking the medication. For more information, please call your school nurse. Parents are to pick up unused medication at the end of the school year. Prescriptions for medications to be taken at school must be written by a licensed physician in the United States. Prescriptions originating in ay other country will not be accepted. (EC 49423.1)

Students may carry and self-administer inhaled asthma medications and/or use an Epi-Pen provided the physician and parent forms have been filled out and reside with the school nurse. Staff will use the following guidelines:

  1. Students able to self-administer medications as confirmed by physician
  2. Parent/guardian must consent to self-administartion of medication.
  3. Provide a release for school staff to consult with student's physician regarding the medication and release the district and school staff from civil liability in the event of an adverse reaction to medication.
  4. Annual renewal of all prescriptions to be given at school.

Diabetes
The school nurse may supervise Insulin injections. The parent may purchase all durable medical equipment.

Asthmatics
Students may carry their inhalers with them. If the student is irresponsible in its use, the inhaler may be kept at the Nurse's Office.

Inter and Intra District Attendance Permits

The San Dieguito Union High School District transitioned to a Basic Aid funding model in 2008-09. This occurred because the revenue limit (funding per student) has been dramatically reduced by the state. The district now relies solely on local property taxes within the district boundary to operate its schools. We are no longer funded on a per student formula from the state. The transition to Basic Aid funding was not a district election, but a mathematical computation performed by the state.

Under this new funding model and in order to ensure a quality education for students residing within the district, the San Dieguito Union High School District is not approving any new inter-district transfer students for the 2011-12 school year.

Current inter-district students will be allowed to continue at their current SDUHSD school. Siblings of current inter-district transfer students are not eligible to attend any school within SDUHSD..

Intra-district Permits (permits between schools within the San Dieguito Union High School District) originate at your neighborhood school. The neighborhood school is determined by where you reside in the District. The neighborhood school must give permission to leave their school and the school you are requesting must be willing to accept the student. Acceptance is based on the extenuating situation, space availability (program availability) and the individual student's records. Intra-district Permits are basically a contract between school principals. This permit is for one year only.

Residency Verification

San Dieguito Union High School District is obligated to provide an education for those students who reside within its attendance boundaries. From time to time, a student's residency is researched because of continued lateness, returned mail, excessive absence or statements from students indicating they live outside of the District's attendance boundaries. Based on these issues, the District will have a pair of employees visit the residence to verify that the student in question lives there. A report is made as to the findings and that report is forwarded to the individual schools.

Suspension/Expulsion

San Dieguito Union High School District students are disciplined by the use of detention, suspension and expulsion. Student Services processes suspensions and expulsions, while detention is totally an individual school function. At the beginning of each year, all students are made aware of the discipline rules and the consequences for not following them. Suspension is utilized for semi-serious to serious violations while expulsion removes a student from the school district. Suspension can be from 1-5 days. A parent conference must be held with the school administration before a student returns to school.

SARB

The School Attendance Review Board (SARB) supports the individual schools by involving families in attempting to resolve students' attendance problems. Meetings are held once a month at the District office. Individual cases are heard by a panel of professionals that may include law enforcement, San Diego County Office of Education Child Welfare Officer, a San Diego County Probation Officer, as well as district office and school staff.

Section 504

The School AttePursuant to Federal law an individual is entitled to the provisions of Section 504 of the Rehabilitation Act of 1973 if they are a qualified handicapped person.  Section 504 is a regular education process. 

A “handicapped person” means any person who:
Has a physical or mental impairment which substantially limits one or more major life activity.
Has a record of such an impairment or
Is regarded as having such an impairment

A “major life activity” means caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning and working.

“Has a record of such an impairment” means has a history of or has been classified as having a mental or physical impairment that substantially limits one or more major life activities.

The San Dieguito Union High School District serves all students identified as disabled and whose disability is significantly impacting a major life activity.  The district 504 Coordinator is Bruce Cochrane, Executive Director of Pupil Services.

Students who are requesting to be qualified as a “handicapped person” shall be referred by a parent, teacher, other certificated school employee, or Student Study Team member(s).  A 504 Team, composed of persons knowledgeable about the student, evaluation data, and placement options, meets with the parent or guardian.  The purpose of the meeting will be to review qualifications and confirm eligibility. 

If eligible the 504 Team shall develop a written plan describing the handicap, the educational placement or related services as appropriate.  The plan will specify how general education may be modified and what related aids and/or services will be provided and by whom.

The San Dieguito Union High School District is a member of the North Coastal Consortium for Special Education (NCCSE) along with thirteen neighboring school districts.

The North Coastal Consortium Special Education coordinates special education programs and special education student placements for over 12,000 students, from birth through age 21, throughout the Consortium. The website http://www.nccse.org offers information and resources for families of students with disabilities.

Special education programs are authorized by federal and state laws. These laws require that a free and appropriate public education (FAPE) shall be offered in the least restrictive environment to all students identified as handicapped. This right applies to students eligible for Special Education services as defined under the Individuals with Disabilities Education Improvement Act (IDEIA).

Referrals for Special Education Services

Who can refer? Referrals can be made by teachers, parents, and appropriate professional persons, and from other members of the public.

When do you refer? A pupil shall be referred for special education instruction and services only after the resources of the regular education program have been considered and, where appropriately utilized.

How do you refer? All referrals must be made in writing. It is expected that the vast majority of referrals will originate at the site level as a result of the Student Assistance Process which ensures that the resources of the regular education program have been considered. Assessment Process

What is the purpose of a special education assessment? The purpose of a special education assessment is to determine whether or not a child is eligible for special education services under state and federal laws.

Who participates in the assessment process? Parents, teachers and persons knowledgeable of the suspected disability and assessment participate in the assessment process.

What is the timeline? A proposed assessment plan is developed and given to parents within 15 calendar days of the referral. Parents have at least 15 calendar days from the receipt of the proposed plan to arrive at a decision. The team completes the assessment and has the IEP meeting within 60 calendar days from receipt of signed consent form.

Through the District's Student Study Team process and other procedures, a continuous effort is made to locate and identify individuals who might qualify for special education services. The law also provides that parents may initiate a request to have their child assessed to determine eligibility for special education and/or related services. This request should be in writing and submitted to the site program specialist. Parents will be given a copy of their Procedural Safeguards and shall participate in the development of an Individual Education Program (IEP) should their child qualify for special education.
